No theres no way to get, Celebi in gold or silver, without a Nintendo event. The only way I can get by Celebi, consider a gameshark whos Taiwan or his compatriots. More Pokemon Blue when it was still no case of left til Nintendo gold and silver in the shot, so you Mew in Pokemon Red and Blue thats why you have Pokemon Blue.
